Problems with Java Fern... Please HELP

Here are several pictures of my java fern. If you look carefully you will see that it has "burn" spots. There are no signs of new leaves.







My other plants are doing just fine...

It is a 60 gallon setup with a CO2 tank (roughly 3 drops per second), DIY inline CO2 reactor, UV clarifier, and 150 watt T5 lighting. I have over 30 different fish such as Discus, Clown loach, Neon tetras, Rummy nose, Rasbora, Chinese algae eater, guppies, ballon ram, and otocinclus.
